extends AbstractBootstrapUpgradeTask

Phase 1 of moving the Artifact Handler configuration from administration configuration to Bandana. During this step the handler configuration - if it exists - will be moved from administration.xml to a temporary new file.

Two-step upgrade is necessary in this case since modifying Bandana has to occur in a post-bootstrap upgrade task, while modifying administration configuration has to happen in a pre-bootstrap upgrade task.
