Stands up an MCP server on the bare MCP Java SDK: a Jackson JsonMapper with XlrMcpJacksonModule, the SDK's Servlet transport, and the McpSyncServer with tool specs from the McpToolset beans, mounted at /s/mcp. Settings come from XlrConfig.
