Builds a PluginTask around a bundle-declared PluginTaskConfiguration subtype - the plugin-task counterpart of CustomScriptTaskBuilder.

The configuration type is what a release author picks, so it is this builder's only required input; the task type is always xlrelease.PluginTask.
