Finds the plugin extension that implements a given task type.

This is the second half of the dispatch design: ScalaExecutionService dispatches by compiled class to the single PluginTaskExecutor, and this resolves the rest of the way by configuration type name. There is no per-type compiled class and no registry of task types - the declared CI type name is the key, so it cannot drift from what the release author picked.
